Where to find them is in the basement, where you first see Mia again. She’s locked behind a gate and you need the bolt cutters to get to her. They’re actually right here, on the counter behind you, if you’re facing the door. Of course, you might have trouble getting here, since it’s a hidden location.
To get to the basement in Resident Evil 7 you need to find the VHS tape, which is in the attic on the desk. Take this back downstairs and put it into the VCR to watch it. You’ll need to play through this section to see where to open the door to get into the basement (hint: it’s right behind you while you watch). Do this, head to the basement, find the bolt cutters, and then you can use them on those doors you wanted to bust through, but couldn’t.
