Call of Duty: Ghosts Wolf DLC confirmed, to Xbox first

Call of Duty: Ghosts will indeed see new downloadable content for dog killstreak skins. The first of which will be a wolf skin, shown in this recently uploaded video.

The wolf skin for Call of Duty: Ghosts will run you $1.99, available on Xbox first. Activision did not relay when/if the skin would arrive on the PlayStation or PC.

The Wolf Skin DLC is a cosmetic change for a common killstreak in the shooter, where when reaching a certain number of kills, a dog (or in this case, Wolf) comes out to protect you against other players.
