Even though Capcom announced Street Fighter V as a PS4 and PC exclusive, there is a small chance the PS Vita could get the game eventually.
Street Fighter V director, Yoshinori Ono, was recently interviewed by IGN. IGN asked him if there is a slight possibility for the game to come out on other platforms outside of the PC and PS4.
Ono admitted that he’d like to make Street Fighter V for the “PS Vita in the future“, but not right now. His focus for now is to complete the PC and PS4 versions of the game first. There has been no release date announced for the game yet.
Judging by his comment, there is a slight chance that Street Fighter V could come to the PS Vita platform in the future. This may depend if the game is successful on PC and PS4, and if there is a demand for a portable version.
Capcom has released other fighting games to the PS Vita console. The handheld received Street Fighter X Tekken and Ultimate Marvel vs Capcom 3 in the past. It is feasible for Capcom to port Street Fighter V to the PS Vita one day.
If Capcom doesn’t port the game, PS Vita owners could always play Street Fighter V via Remote Play instead.
