Arkansas police chief resigned 13 days into his job, but the shameful reason involves a disabled man left fearing for his life

Osceola Police Chief Robert Ephlin resigned from his position just 13 days after being sworn in, following the emergence of viral footage showing him in a physical altercation with a man in a wheelchair. The incident occurred at the Hyatt Apartments in Osceola, where officers had been called to respond to reports that the family of Danarius Williams had been threatened by an armed individual.

According to New York Post, the video footage shows Ephlin standing over Williams before a slap is heard, which causes Williams’ head to jerk to the side. Immediately after the slap, Ephlin appears to place him in a headlock while bystanders can be heard screaming for him to stop. Williams, who is a paraplegic, explained that he felt completely defenseless during the encounter.

He noted that because he cannot feel or move anything from the belly button down, he had no way to escape or protect himself. Williams told reporters that he definitely thought he could have been choked to death during the incident. He was eventually taken to the hospital to be treated for minor injuries.

A defenseless man, a slap, and a situation that spiraled fast

Williams described the tension leading up to the physical contact, stating that he told the former chief to get your f***** hands off me, get your finger up out of my face. He maintained that he did not touch or hit the chief at any point during their exchange. It is clear that this interaction was a complete failure in de-escalation, and it is difficult to see how such an aggressive reaction could be justified in any professional capacity.

This sudden collapse of leadership under the weight of ethical or professional controversy isn’t entirely unique in the legal world. In a similarly dramatic shift, four top DOJ officials immediately quit in mass protest after being instructed to ignore one of their most solemn duties, proving how quickly a career in justice can end when actions clash with public or professional expectations.

Mayor Joe Harris Jr. received the resignation letter. Ephlin, who was officially sworn in on March 26, wrote in his letter that it was an honor to lead the department, but that stepping down was the best thing for me and my family. The mayor expressed his own frustration after viewing the footage, noting that he found the behavior surprising given his personal knowledge of Ephlin. Harris stated that the actions caught on camera do not reflect the man he knows.

He mentioned that Ephlin had been active in the community, including working with kids at the school every week during his short time in the role. Despite his personal opinion of the former chief, the mayor made it clear that he does not condone the actions displayed in the video. Harris said that it pissed me off, and he emphasized that the city needs to move forward without letting this incident define the community.

The mayor is now focused on ensuring the city maintains its reputation as a prosperous location on the Mississippi River. To address the situation, Mayor Harris Jr. has appointed Wells Scaggs to serve as the interim Chief of Police. Additionally, the city has called for an independent review of the incident to be conducted by an outside agency. This move is necessary to ensure there is a transparent look at what went wrong during that encounter at the Hyatt Apartments.

It’s a tough situation for everyone involved, especially for Williams, who was left fearing for his life during an encounter that should have been handled with far more restraint.
