A ton of reports are flooding in of issues on Xbox Live, specifically on Xbox 360 at the moment. The official Xbox Live Status page is reporting that the service is currently limited, with reports confirmed for Purchase and Content Usage, Social and Gaming, and the Xbox Live Core Services. The problems seem to be focused around joining other players through matchmaking services, as well as generally signing into Xbox Live. The content issues have been like this for a while, so it is likely unrelated to the current outage. Whether this is related to the current server overloads caused by the launch of GTA Online Heists is not clear at the moment.
No official confirmation has come from the Xbox Live Support Twitter account, but one should arrive soon if the problems persist. Multiple apps, such as Funimation and Vimeo are also reporting limited status. At this time the only reports of problems are on Xbox 360, but if previous outages are anything to go by it will not remain there. If the status changes we will update this post, so keep checking back.
For reference, here are the messages displayed on the Xbox Live Status page:
Social and Gaming
