Many items in Resident Evil 7 will be off the beaten path, making them tough to locate because you have to go down that specific corridor and open up that specific drawer. The bolt cutters aren’t like this, they’re actually put right in your path, but you need to ignore a few places where you need them in order to get there. Where to find them is in the basement, where you first see Mia again. She’s locked behind a gate and you need the bolt cutters to get to her. They’re actually right here, on the counter behind you, if you’re facing the door. Of course, you might have trouble getting here, since it’s a hidden location.

To get to the basement in Resident Evil 7 you need to find the VHS tape, which is in the attic on the desk. Take this back downstairs and put it into the VCR to watch it. You’ll need to play through this section to see where to open the door to get into the basement (hint: it’s right behind you while you watch).
