The Division’s Public Test Server is set to receive an update later today, which will bring changes that further improve the experience and eliminate any bugs that players have been reporting. These changes range from gameplay and stat changes all the way down to loot and crafting tweaks.
The gameplay tweaks involve globally decreasing damage of level 31 to 33 NPCs by 15%, as well as globally decreasing Armor of level 31 to 33 Elite NPCs by 17%. Weapons are also being tweaked, as named weapons are no longer locked to specific Gear Scores (except Damascus).
Lots of bugs are also being addressed with this update, which range from gamplay to skill tweaks. One bug that has been fixed involved NPC turrets becoming invisible and indestructible if destroyed while being repaired by the NPC, where another involved bosses in World Tier 1 that could drop High End Pistols instead of another weapon or gear piece.

The Division developer Ubisoft Massive recently discussed issues with trying to make PTS available on the console versions of the game, though they ultimately chalked it up to the process being easier on PC as there are no certification processes to deal with.
