Agent 47 has plenty of options in how he chooses to carry out his assassinations. Once you do have a Sniper Rifle that has a variable zoom function, you can change the zoom level by pressing up on the d-pad. You will zoom in by pressing up on the d-pad and you can zoom out by pressing down on the d-pad. To adjust the zoom for a Sniper Rifle you must be aiming down the scope by pressing the L2/LT button.
Now that you have the variable zoom scope you can keep far away from your targets to make the kill, just make sure noone sees you while your doing it.
