How to Get Tarot Cards in Cult of the Lamb
Tarot cards are only accessible through Crusades. They are sometimes given when you open chests, but always given when you run into Clauneck. Clauneck is found in almost every normal scenario of a Crusades run. For instance, he won’t be found in the saving soon-to-be-followers scenarios or in the shop scenarios.
Clauneck will give you a choice between two tarot cards that you have unlocked. You can always buy a second tarot card from him, but you can’t unlock new tarot cards from Clauneck. Also, if you have the Fleece of the Fates, you will start each Crusade with four tarot cards equipped but not be able to run into Clauneck for the entire run.

Three tarot cards are sold in each overworld location. They always cost 25 coins and ramp up in coolness the further into the game you get.
