Becoming a journalist for the Lucky Clover Gazette isn’t mandatory in Zelda Tears of the Kingdom — but if you want to upgrade your gear further at the Great Fairy or get valuable rewards, it is a must. Penn is your guy in this situation, and you’ll need to know all his locations to complete the side adventures he offers. Here are all Penn locations in Zelda Tears of the Kingdom.

Every Penn Location in The Legend of Zelda: Tears of the Kingdom

Penn will appear at multiple locations throughout your journey in Zelda: Tears of the Kingdom. But first, he will only appear at one spot until you talk to him and join the Lucky Clover Gazette — so if you haven’t spoken to him at that location, this will be your first stop. Below is an image of the Lucky Clover Gazette on the world map.

After you speak to Penn and his friends at the Lucky Clover Gazette, he will go off and appear at multiple locations. Penn will now be at most stables across Hyrule, offering a side adventure at each location. Below is a complete list of stables where you can find Penn and which side adventure he provides there.

Dueling Peaks Stable – Princess Zelda Kidnapped?!

The Dueling Peaks Stable is located in the southwestern area of the Necluda region, near the split mountain range that shares its name with the stable. Penn can be found perched on top of the makeshift horse head that crowns the stable. Talking to him will activate the “Princess Zelda Kidnapped!?” sidequest.

Foothill Stable – For Our Princess!

The Foothill Stable can be found in the southern area of the Eldin region, right on the western shore of Cephla Lake. Penn will be standing off to the left of the path leading up to the stable’s entrance, and talking to him will initiate the hilarious “For Our Princess” quest.

Gerudo Canyon Stable – The Blocked Well

The Gerudo Canyon Stable is nestled in Gerudo Canyon on the border of the Gerudo Desert. Penn can be found standing in front of the well off the left of the stable. Talking to him will start “The Blocked Well” quest.

Highland Stable – An Eerie Voice

The Highlands Stable is located in the southernmost region of Faron in Fural Plain, right next to Haran Lake. Penn should be standing inside the gate to the left of the stable’s entrance. Talk to him to initiate the “An Eerie Voice” quest.

New Serenne Stable – The Beast and the Princess

The New Serenne Stable can be found in the southernmost area of the Hebra region, right next to the North Hyrule Plains geoglyph. Penn will be standing next to the front desk, and talking to him will instigate the “The Beast and the Princess” quest.

Outskirt Stable – The Beckoning Woman

The Outskirt Stable is in the southwestern corner of Central Hyrule, on the road that bends around the mountain near Aquame Lake. Penn will be outside the stable talking to a traveler, and speaking to him will start the “The Beckoning Woman” side adventure.

Riverside Stable – Gourmets Gone Missing

The Riverside Stable is located in the southeastern quadrant of the Akalla region. It can be found between Horwell Bridge and Owlan Bridge. Penn stands under a tree across the road from Tajikats Shrine, and you can start the “Gourmets Gone Missing” quest by talking to him.

South Akkala Stable – All-Clucking Cucco

The South Akkala Stable can be found in the southern area of Akkala Highlands. It rests on the fork in the road southeast of Kanalet Ridge. Penn is resting in the shade of the big tree in the gated-off sheep pen to the left of the stable. Talking to him will initiate the “All-Clucking Cucco” side adventure.

Snowfield Stable – Zelda’s Golden Horse

The Snowfield Stable is located in the Tabantha Tundra, near the land bridge that connects the tundra to the area surrounding the Great Hyrule Forest. Penn will be standing to the right of the entrance, talking to one of the stablehands. Talking to him here will activate the “Zelda’s Golden Horse” side adventure, which nets you one of the best horses in the game.

Tabantha Bridge Stable – White Goats Gone Missing

The Tabantha Bridge Stable is in southern Hebra, right before Tabantha Great Bridge. Penn can be found inside the gate surrounding the mushroom to the left of the stable’s front door. Talk to him to initiate the “White Goats Gone Missing” sidequest.

Wetland Stable – The Missing Farm Tools

The Wetland Stable can be found in the easter quadrant of Central Hyrule, to the immediate west of the chain of islands around Mercay Island. Penn will be standing near a gate on the right side of the stable. Talk to him to begin the “The Missing Farm Tools” quest.

Woodland Stable – Serenade to a Great Fairy

The Woodland Stable is on the border of northwestern CentralHyruel and southwestern Eldia, west of the Eldin Canyon Skyview Tower. Penn can be found talking to the musicians performing off to the left of the stable’s entrance. Talk to them to initiate the Serenade to a Great Fairy side adventure.

Where Does Penn Go After Completing All Lucky Clover Gazette Quests?

After completing all the Newspaper Quests for Penn and the Lucky Clover Gazette, Penn will head to Washa’s Bluff, which is west of Satori Mountain. Go to Hyrule Ridge and travel south to quickly get to this location.

Now that you can keep track of Penn at all times, you will get to complete everything he has to offer. Completing all of the Lucky Clover Gazette quests will grant you the Froggy Armor set that allows you to climb slippery mountains!
