Former California mayor gets 4 years in prison after grooming and SA exchange student

Robert Brian Bassett, the 58-year-old former mayor of Biggs, California, has been sentenced to four years and four months in prison following his conviction for sexually abusing a 17-year-old foreign exchange student. The sentencing took place in Butte County Superior Court, where the judge imposed the maximum possible term for the three felony child-sex-abuse charges to which Bassett pleaded no contest.

As reported by the NY Post, the timeline of this abuse reportedly began when the student resided in the Biggs home from April through November 2023. During this period, Bassett was actively serving as the mayor of the small Northern California town, which has a population of roughly 2,000 people. Prosecutors noted that Bassett utilized his position and the student’s isolation to groom her over several months. 

This grooming process ultimately led to multiple instances of sexual abuse. The investigation into these actions reportedly gained momentum after the Gridley Police Department received community reports regarding the situation. Following these reports, authorities arrested Bassett, after serving a search warrant at his residence.

She was only 17

The legal process involved a thorough investigation, which required officials to reach out to the victim after she had returned to her home country. During these interviews, the teenager provided detailed accounts that corroborated the allegations that Bassett had reportedly engaged in several sexual encounters with her while she was still 17. 

The victim also spoke in court about the ongoing impact of the abuse and the profound realization that someone she was instructed to trust had betrayed her. This aspect of the case was central to the prosecutors’ arguments, as they emphasized that the entire situation was a betrayal of trust.

When determining the sentence, the judge specifically identified several aggravating factors that warranted the maximum punishment. These reportedly included the extreme vulnerability of the victim, the calculated pattern of grooming Bassett employed, and his flagrant violation of a position of trust. 

As part of his legal plea deal, two additional felony charges were dropped, but the sentence remains a significant accountability measure. Once Bassett is released from state prison, he will be required to register as a sex offender for a period of 10 years.

Bassett’s political career was also deeply intertwined with these events. He served on the Biggs City Council and held the position of mayor from 2022 through December 2024. While he initially attempted to hold onto his seat on the City Council after stepping down from his mayoral role, he resigned from the council in early 2025. This resignation reportedly occurred in the midst of a separate investigation involving past extortion allegations.
